You will always have cache time or delays anyway. Time for the admin of
rfc-ignorant to approve the listing, time of caching, time for dnsbl to
refresh,...

A way to _not_ do callouts for sites listed there is like this (to be
modified depending on your own config):

deny
!dnslists = dsn.rfc-ignorant.org/$sender_address_domain
!verify         = sender/callout=20s,defer_ok,random
