This is from an old example exim.conf:

# Accept if the source is local SMTP (i.e. not over TCP/IP). We do

Put it before your SA checks in the data
acl. Locally-generated mail will be
accepted--i.e. no further data rules will
be applied.

If your routers need to be aware of the
fact, you can set a header or acl_mN variable
in the accept rule.
