I'll mark this FIXED now. I've done a pass over all the imported bugs, creating
new components as needed. Some more components I've been thinking of:
* Address verification and callouts (currently placed under ACLs)
* local_scan() (currently Mail Receipt, mostly)
* Retry mechanism (currently part of Delivery in general)
* Debugging (-bh, -d, etc.). Could be merged with Test harness.
* Building Exim, compile-time configuration and design at large
