Recipient address is not available in DATA ACL, i.e. you can't
selectively pass or reject recipients in the ACL.

You can either pass possibly multi-recipient mail if postmaster is found
in RCPT list or pass only if he's the only recipient, but none of these
solutions are any good, IMHO.
