The answer, of course, is that the one with the load average is provoked by
something that consulted the load average, whereas the one without is provoked
by something that did not consult the load average. As to your general comment:
people might like to know the load average at all sorts of times; I'm not sure
that adding it just to a few commands such as smtp_reserve_hosts is necessarily
the right thing to do.
