I suspect that you have changed the split configuration and are
actually running non-split or vice versa. What does /usr/sbin/exim4
-bP timeout_frozen_after say?

As documented, Philip recommends using -qxm (which Debian does by
default every 30 minutes) because otherwise the load control
mechanisms are cancelled. If your system is reasonably large, you
might want to reduce the queue runner interval.
