Did you, by any chance, hijack someone's thread? Bad manners :-(

Anyway, I am not sure Exim drops mail when a user is over quota. That
is new to me...


You can use this in your retry rules... as the very first rule:

# Retry to deliver to mailboxes that are over quota for 2days, re-attempting
# at 3h intervals, then bounce. Without the retry times, the message is
# immediately bounced messages if mailbox is over quota.
*                      quota_2d        F,3h,15m


A rule like:

*            quota


will reject the mail immediately!
