Why don't you post the actual output of the debug session, not your
'executive summary'? In there will be the detail of what files(s) Exim
is accessing to do the routing of the address, which is presumably the
core of the problem.

>From what you've posted, you're putting aliases in a file called
/etc/alias, and you've told Exim to use a file called /etc/aliases.
Now, this could be a typo in your message or a typo in your config, or
a genuine mistake which is actually the problem, but from this
distance it's impossible to tell which.
The moral to the story is: if you don't know what's going on, don't
censor the debug information when you're asking for help. What's
irrelevant detail to you will probably help someone else to help you
find the problem.
