there is no requirement for an outbound mail server to also handle
inbound, so you don't need an MX record to be allowed to send mail.

such servers will not be getting much mail. I doubt more than 10% of
mail domains publish SPF.

sounds like your resolver isn't working, check /etc/resolv.conf.

also try running

exim -d -M some-id-from-the-queue

to see what's happening.
