Just return LOCAL_SCAN_ACCEPT from local_scan(). What is the problem?
But are you really talking about the ACL scanning interface? If so,
there is a defer_ok option for the "spam" condition (documented in
section 40.3 of the manual) and similarly for virus scanning.
