If the intention is to ACCEPT any mail from those hosts without further
ado, then just define a hostlist:

hostlist whitelisted_hosts = lsearch;/usr/local/etc/exim/file

You can then use +whitelisted_hosts anywhere in the config to just
accept the hosts you're whitelisting.
I have just re-read about lsearch in spec.txt and I believe it says
that the file can contain

a.b.c.d
a.b.c.d/24
e.f.g.h/16

etc ....

The first match found is used.
