[exim] Bug in exim 4.50

Apologies if this has already been fixed; I don't
have a current version of exim handy. The bug is
trivial to reproduce:

$ exim -be '${if and { { !match {^} {} } { match {$h_To} {^} } } {no}
{yes} }'
Failed: missing 2nd string in {} after "match" inside "and{...}" condition
