[exim] ACL in Relaying server

I am using EXIM as a Relay server. I just want to only allow my defined relay_to_domains domains BUT DO NOT want to verify receipient address. Kindly confirm if the following ACL will do the job.

I have added following

begin acl
acl_check_rcpt:

accept  domains       = +relay_to_domains
        endpass
deny    message       = relay not permitted
