${lookup has ${if functionality built in, so try simply

condition = ${lookup mysql{SELECT 1 FROM domain_whitelist WHERE INSTR('test@???', 'google')} }

(You might be having problems with extra whitespace, maybe. Try running
with -d+all-memory.)
