I'm slightly confused by this requirement. What is the target recipient
being changed _from_?

http://david.woodhou.se/eximconf/master has VERP working with mailman.
Just search for 'verp' or 'VERP' within it.

It doesn't attempt to rewrite recipient addresses though.
