I had a suspicion, which you now confirmed.
I hate retry rules. I also spent a number of years occasionally
wondering why the first of those rules didn't work when it was just
'*.infradead.org' too.... but the nature of retry rule timeouts is that
they're not particularly easy to test -- and whenever they're an issue,
I have better things to worry about :)
