I give up, should it?

Please take a few minutes to let us know exactly what you think the
problem is - I see lots of hosts delivering mail to your local users,
which in itself is correct behaviour unless you consider it not to be.
Do you wish to block some hosts from contacting your local users? If
so, you have a different problem from the one I think you're trying to
describe.
