[exim] Reject by number of recipient addresses

Hi!

Is there any simple way to limit the number of recipients (local or not)
in the To or Cc fields of a message? The $recipients_count variable wont
work because I do not want to count only the recipients on this server,
I want to count all the addresses listed on the To and Cc headers.
