Yes, it means that your messages are held back and have not reached
their retry time yet. It's normal when messages are delayed for some
reason. You can have a look at why by trying to force them to be
delivered -- see the manual for how -- and this should tell you what is
wrong. If you want to change the retry times, see you section of the
manual on that. But to be honest, the default are good enough in most
cases.
