Not as such, no. Top posting is a quoting style, not a paragraph format.
Because that comment had no prior context from the prior article, it wouldn't
have made sense to put it after quoted material. If you had read the web
page linked, you would have found an expanded argument about framing your
response conversationally in the quoted text.
