No. Nobody seems to have had enough enthusiasm to do anything about it.
Any change should probably be to some kind of modular approach -
possibly a new transport - so that people can configure it in many
different ways. Perhaps this is an "Exim 5" thing. (I expect to have
retired before then. :-)
