Won't this
${if eq{$2}{${lookup{$1}lsearch{/etc/exim4/passwd}{$value}fail}{yes}{no}}
work or alternatively
${if eq{$2}{${lookup{$1}lsearch{/etc/exim4/passwd}{$value}{supersecretstring}}{yes}{no}
