Normal mails have 3 or 4 rcpts at max. Generally local spammers try with
1000 rcpt to 's here :) 10 is a nice number..

To header is none of my business, I only want to limit the smtp processes
somehow. I do limit people by sending #n mails per hour. And it is billed by
that #n value. :)
