My mail was not completely clear. Let me try again:

It is a good idea to reject likely to certain spam, because in the rare
cases of false positives the legitimate sender will be notified. It is also
a good idea to have at least as good spam protection at the (forwarding)
secondary MXes as at the primary, ***because otherwise you lose the chance to
reject the spam and instead have to choose between accepting it (tagging it,
filing it to a spam folder) or discarding it, or you'll end up sending a lot
of collateral spam***. But what is the best way(s) to handle ".forward"-ed
mail coming from friendly but slightly stupid (in the sense that they lack
adequate spam protection) hosts, and how do you implement it with Exim?
***Those hosts are in a sense equivalent to your own secondary MXes, except
that your users have set up the forwarding and you don't know from where.***
