This is intended behavior. Exim assumes a missing directory is a
configuration problem and hence a temporary deferral is issued.
The require_files option is there to specifically allow the user to
circumvent this if they know what they are doing.
This behavior should not be changed as it could serious problems in the
event of network file system problems, accidental misconfigurations or
accidental directory modifications.
