I'm afraid you are going to have to tell us, because it is not part of
the Exim default configuration that is shipped with Exim. Somebody has,
presumably, installed a non-vanilla Exim configuration on your host. It
includes a router called central_filter. (Oh, is this Debian? If so, you
should take questions to the Debian-specific Exim list.)

Find the configuration file, learn about its format by reading the Exim
book or the Exim reference manual, and try to figure out what you want
it to do. Come back here (or the Debian-specific list if you are using
Debian's configuration) with specific questions...
