5xx errors are always permanent, that's why it starts with 5 ;)
552 is not necessarily a quota error btw.

Some strange MTAs report 552 when your message is too big to be
accepted, but they do not report "message too big". Might the message
in question be too big?
If the remote MTA thinks the error is not permanent it would
return 452.
Nevertheless 552 IS a permanent error and fiddling with 5xx
errors to be non-permanent might cause you big problems.
