My idea is that the simplicity should probably rule here. These usually
already have an entry in /etc/aliases, redirecting to root. Why not
just put this in /etc/aliases instead:

daemon:        :fail: No mail to system accounts
bin:        :fail: No mail to system accounts
sys:        :fail: No mail to system accounts
sync:        :fail: No mail to system accounts
games:        :fail: No mail to system accounts
man:        :fail: No mail to system accounts
lp:        :fail: No mail to system accounts
mail:        :fail: No mail to system accounts
news:        :fail: No mail to system accounts
uucp:        :fail: No mail to system accounts
proxy:        :fail: No mail to system accounts
postgres:    :fail: No mail to system accounts
www-data:    :fail: No mail to system accounts
backup:        :fail: No mail to system accounts
operator:    :fail: No mail to system accounts
list:        :fail: No mail to system accounts
irc:        :fail: No mail to system accounts
gnats:        :fail: No mail to system accounts
sshd:        :fail: No mail to system accounts
mysql:        :fail: No mail to system accounts
sympa:        :fail: No mail to system accounts
fetchmail:    :fail: No mail to system accounts
Debian-exim:    :fail: No mail to system accounts
clamav:        :fail: No mail to system accounts


To make it both clear and simple what you want? Locally submitted email
is accepted before sender verification in most onfigurations, so it's
harmless, it seems.
