Probably correct.
Basically, sender verification on Exim goes through the routers (well,
slightly more complicated as you can have routers that aren't used in
verification or are only used in verification) and sees how it would deliver
a message to the sender address. If, as you say, the domain has no MX
records, it can fall back to try delivering to the A record for the domain,
if there is one. A temporary rejection does indeed suggest a DNS issue - the
DNS lookup result is probably returning something that Exim deals with as a
temporary problem.
