OK Sarge has not been out that long and there are several things that I need
to resolve before I can upgrade that server. That said let's just assume I
move my email to a new server using Debian Sarge and it's latest exim. The
same question would still apply. I mean why would I upgrade and set up a new
server the same way I have things set up. If I am going to upgrade I would
like to set it up right to begin with.
BTW If you are going to take the time to reply with comments on upgrading I
would think that the least you could do is answer the questions asked and
assume that the user would be using the upgraded version.

Best practice would be to upgrade to a current release. Exim 3.35 has
not been supported for many years, and no-one on this list remembers
enough about it to answer any questions usefully. Debian currently
ships a relatively recent version of exim in its stable sarge release.
