if you want the policy "accept everything and bounce later", I say
spring for separate configuration. I have however grown quite fond of
the submission port giving the negative answer to RCPT. with my MUA,
Evolution, it will stop the sending attempt immediately, and allow me to
fix the recipient list, and thus sparing some recipients from receiving
two copies, one with the faulty address list, and one correct later.

we try to reuse configuration, anyway. it's quite important to keep
them internally consistent to avoid loops :) we have many servers and
15 different exim.conf which make extensive use of .include.
