No.
FIXED_NEVER_USERS lists usernames to which Exim cannot setuid to for
delivery, and fixes it into the binary. It cannot be overridden.
Make sure you have a real user in your aliases file such as:
root: pdcooper
That way Exim changes uid to pdcooper for delivery. You shouldn't use
the root account for anything "user-centric". It's all powerful so
should only be used as such, not for things like reading mail.
