No, Spamcop is worse. They don't even keep their own promises.
This is especially fatal for sites running large mailing lists since
some people _will_ unsubscribe by reporting the list server to
Spamcop. Their broken heuristics will keep listing that server,
despite their promises to the listmasters not to do it again.
This has in the past severely hurt at least one open source project
that nearly lost the donated colo for the list server.
