Syslog support was bolted on to Exim and has never really been
"polished" properly, because I don't myself use it and therefore don't
know much about it. The Exim log model doesn't really map well to the
syslog model, I guess. I suppose it wouldn't be too hard to use only the
panic level for panic events. What do people think?
