apt-get install exim4-daemon-heavy

Then read the stuff in /usr/share/doc/exim4-daemon-heavy

You can't do that. The exim4.conf is a "Debian magic" configuration file.
Feel free to make your own exim4.conf file. Do this to start:

zcat /usr/share/doc/exim4-base/examples/example.conf.gz >/etc/exim4/new.exim4.conf

Configure the new.exim4.conf to your requirements, rename it as
exim4.conf, then restart exim.

Please show the lines from the log file, and don't hide any domain names
or IP addresses.

Also, please try the Debian Exim mailing list ( details in
README.Debian.gz in the /usr/share/doc/exim4-base directory ).
