That stops them sending mail via the system installed Exim. There's
nothing to stop a local user with shell access from compiling their own
Exim, unless you remove compilers from the system. Oh, and somehow find
a way of stopping the users from installing their own compiler. Of
course, you don't even need to use Exim...

If a user has shell access to a system with "normal" support utilities
installed, it's almost impossible to stop a determined user from sending
mail from that system. But if your users are not experts, you may get
away with what has been suggested.
