That depends on whom is a 'local user', (human or daemon), and if Exim
is the (only) critter moving traffic.

Is the traffic you wish to block even being logged by Exim, and if so is
it a known single /few user(s) - or a shared process?

Have you allowed shell accounts on the mailserver, and if so, are these
specific and identifiable users the problem, or is it 'chron', a
web-enabled feature, or some other daemon-runner?

Have you, perchance, set up virtually-hosted web-page customers with
entries in /etc/master.passwd (or equivalent), even if set ~/nologin?

Or? What?

Several of these scenarios are beyond Exim's control.
