As I explained in the release notice, the 4.60 documentation is built in
an entirely different way, from a DocBook XML master file. I did make it
available with the release candidates, but I suspect that nobody
actually looked at it. :-(

It works for me:

$ makeinfo -o filter.info filter.texinfo
$ makeinfo -o spec.info spec.texinfo
spec.texinfo:10901: warning: @strong{Note...} produces a spurious cross-reference in Info; reword to avoid that.
spec.texinfo:23394: warning: @strong{Note...} produces a spurious cross-reference in Info; reword to avoid that.
spec.texinfo:23401: warning: @strong{Note...} produces a spurious cross-reference in Info; reword to avoid that.
$

OK, so there's a couple of warnings for the spec, but that' all. I am
using

makeinfo (GNU texinfo) 4.8

Are you using the same version?
