It *can* appear in any ACL. However, it only takes effect when it appears,
and your problem is happening earlier than RCPT - namely, right at
connect time. You'd put it in a RCPT ACL if you just wanted to allow
synchronization errors from that time onwards. I hope this makes things
less confused.
