I turned off TLS in OE and used tcpdump to grab the following details of
the SMTP session.

As you can see OE is trying to send the e-mail before exim has had a
chance to even advertise normally which on my server is:
250-cressida.jolt.co.uk Hello lagrange [84.12.164.182]
250-SIZE 52428800
250-PIPELINING
250-AUTH PLAIN
250-STARTTLS
250 HELP
Is this a known issue with OE that I can work around with exim?
