OK, it looks like I need to tweak my SpamA configuration to work on only
incoming mail (which is what I thought I had), but how do I configure Exim
(4.54) submission mode for my authenticated and local submissions?

It looked to me like that spam assassin report was being added by the
sending MTA, not by the receiving MTA. Probably a waste of resources,
and there's definitely a problem with using the default report template
on all outgoing messages, as it claims that all messages are spam even
if they have a negative score.
