That looks like what Outlook Express (Windows*) can be told to do (and which
it defaulted to in one old version). Namely, split up attachments into
multiple smallish parts in hopes of getting by size restrictions (and dialup
difficulties).
We encountered it first when a support call came in which could be
paraphrased as "I send one message and my friend gets 23 messages."
*I don't think the old Macintosh versions knew this trick.
