Your comment is confusing (or I'm not getting it right).
Rejections at smtp time are always done (or at least controlled) by ACLs.
If you use "verify = recipient", the recipient address is checked to see
if a router knows how to handle this address (except for special cases
like "no_verify").
If you skip the verification in ACLs, you will end up generating bounces,
because Exim still doesn't know what to do with this address.

Using callouts is good idea, that's right. Or having all users in some
file to prevent accepting undeliverable message (and generating collateral
spam).
