That's because /bin is a link to /usr/bin (at least as far back as 2.6)

# ls -ld /bin /usr/bin
lrwxrwxrwx   1 root     root           9 Sep 28  2004 /bin -> ./usr/bin
drwxr-xr-x   4 root     bin        13312 Jan 12  2005 /usr/bin
