but, iiuc, smtps/port 465/tls-on-connect is a somewhat different negotiation than 'true'
STARTTLS initiation ...
if you take a read thru Mozilla's bugilla history (which i *now* know to do ...), there's been a
LOT of chatter abt TLS ... and the focus for the solution has been on the 1.5+ implementation.
e.g., in TBird v1.5, TLS is *specifically* called out, allowing STARTTLS on port 143 as is
'should be'.
i can only tell you that i can now reproduce the issues on 3 diff Tbird boxes/instances ...
admittedly with just ONE exim/cyrus instance ...
in each case, v107+TLS+exim is a no-go ... whereas v1.5+TLS+exim works perfectly.

unfortunately, the ONLY 550's reported are the "Administrative prohibition" that
