Verification is drivern by the routers. What you need to do is double the
router that sends email to your virus scanner, set no_verify on one copy
(which is used for delivering messages) and change the other copy to route
to your internal mail server and set verify_only on it. Then using the
usual verify=recipient/callout in your ACLs will do the right thing.
