Yes. Exim uses TLS automatically if the remote host advertises
STARTTLS.

hosts_avoid_tls = * in the remote_smtp_smarthost and/or remote_smtp
transport(s), according to your configuration. Read
/usr/share/doc/exim4-base/README.Debian.gz to find out which file to
change.
