What is the purpose of ident anymore? With the vast majority of mail servers
not supporting ident (this is anecdotal based on my logs). It does not help
with spam and only seems to slow the server down.

I'd prefer to give the ident lookup stuff a chance.
Rich, have you added the lines following lines to your exim
configuration?
rfc1413_hosts = !*
rfc1413_query_timeout = 0s
The 30s delay you mention makes me think that ident lookups are
responsible...
