I'd prefer to give the ident lookup stuff a chance.
Rich, have you added the lines following lines to your exim
configuration?
rfc1413_hosts = !*
rfc1413_query_timeout = 0s
The 30s delay you mention makes me think that ident lookups are
responsible...
