[exim] Retry Time Not reached

as far as I read the Exim 4.50 Specifications, exim -qf should override the
retry time:

"A delivery process may not actually do any deliveries if the retry times for the
addresses have not been reached. Use -qf (see below) if you want to override
this. "

However, it does not do so. I still get: "remote_smtp defer (110): Connection
timed out"
